About White Hat Gaming

White Hat Gaming Limited is an online gambling company founded in 2012 and based in Malta. The UK Gambling Commission’s register gives its head office as the Cornerstone Business Centre in Mosta. The company runs a casino platform that powers its own brands and brands it operates with partner businesses.

How the platform works

A white label platform lets a brand launch without building its own casino. White Hat Gaming supplies the platform and the gambling licences, and each brand adds its own name, design and promotions. That is why many White Hat Gaming sites share a similar lobby, cashier and account area while their themes and welcome offers differ.

On the UK register, domains run with partner businesses have the status “White Label”. The licence holder stays responsible for meeting the licence conditions on those sites, including age and identity checks, anti-money laundering controls and safer gambling duties.

White Hat Studios and the Merkur Group

White Hat Studios is the group’s slots studio, launched in 2021. It became the first supplier to put online slot content live in all seven US states with regulated online casino gaming.

On 15 July 2026 the Merkur Group announced an agreement to buy White Hat Studios. The deal covers the slots business only: the White Hat Gaming casino platform, its white label operations and the brands in this list are not part of it. The sale needs regulatory approval. Merkur described the deal as part of its expansion in the regulated North American market, alongside its purchase of Gaming Arts, a Nevada-licensed game and machine supplier.

Licences and regulators

UK Gambling Commission

White Hat Gaming Limited holds UK Gambling Commission account 52894. Its remote operating licence has been active since 29 October 2018 and covers casino games, bingo, betting on real and virtual events, and gambling software. The public register lists 39 domains under the licence: 7 active, 21 white label and 11 inactive.

A site can take players from Great Britain only while its domain is listed as active or white label. Inactive domains belong to sites that no longer trade under the licence.

Malta Gaming Authority

For its other markets, White Hat Gaming Limited holds Malta Gaming Authority licence MGA/B2C/370/2017, a gaming service licence for consumer-facing sites. The MGA register lists 51 website addresses under it and names eCOGRA as the approved dispute resolution service.

Some countries also require a local licence, so a brand can hold these licences and still be unavailable where you live. Check the rules in your country before you sign up.

Brands by market

White Hat Gaming brands target several countries. This table counts the active brands in our list that have a welcome offer for each market.

Only brands on the UK register can accept players from Great Britain. In Finland, online gambling is a state monopoly until the licensed market opens in July 2027.

Regulatory history

White Hat Gaming has faced regulatory action in two of its markets. In the UK, the Gambling Commission announced a £1.3 million regulatory settlement in December 2020 over past anti-money laundering and safer gambling failings. Finland, January 2026

In April 2026 the trade publication NEXT.io reported, citing documents released under freedom of information rules, that Finland’s National Police Board reopened administrative proceedings against White Hat Gaming on 20 January 2026. The case concerns alleged breaches of the Lotteries Act linked to marketing aimed at Finnish players. According to the report, the Board had closed an earlier case in August 2024 and was considering a marketing ban backed by a conditional fine. White Hat Gaming said the sites in question were run by third parties that imitate its business. We have not found a published decision.

The outcome matters for Finland’s new licensing system. Under the Gambling Act passed in December 2025, a company cannot get a Finnish licence if, in the two years before its application is assessed, it received a gambling ban or penalty payment under the Lotteries Act dated after 1 September 2024. Licensed operation starts on 1 July 2027 at the earliest.
