The Canadian offers we list are for players outside Ontario and Alberta. In Ontario, only registered sites may offer online casino games, and Alberta has applied the same rule since 13 July 2026.

About White Hat Gaming
White Hat Gaming Limited is an online gambling company founded in 2012. It is based in Malta, with its head office in Mosta, and it runs a casino platform for its own brands and for brands it operates with partner businesses. Its brands carry slots, table games and live dealer games, and some also run a sportsbook.
How the white label platform works
A white label platform lets a business launch a casino brand without building its own technology. White Hat Gaming provides the platform and the gambling licences, and each brand brings its own name, design and promotions. That is why many White Hat Gaming casinos have a similar lobby, cashier and account area, while their themes and welcome offers differ. Each brand also chooses its own game providers, payment methods and markets, so two casinos on the same platform can feel quite different.
White Hat Studios and the Merkur Group
White Hat Studios is the group’s slots studio. It launched in 2021 and was the first supplier to have online slot content live in all seven US states with regulated online casino gaming.
On 15 July 2026 the Merkur Group announced that it had agreed to buy White Hat Studios. The agreement covers the slots business only and needs regulatory approval. The White Hat Gaming casino platform, its white label operations and the brands in this list are not part of it. Merkur linked the deal to its expansion in the regulated North American market, which also includes its purchase of Gaming Arts, a Nevada-licensed game and machine supplier.
Licences and regulators
Malta Gaming Authority
For its markets outside Great Britain, White Hat Gaming Limited holds Malta Gaming Authority (MGA) licence MGA/B2C/370/2017, a gaming service licence for consumer-facing sites. The MGA register lists the company under number C73232 with the status “Licensed”. It shows 51 website addresses under the licence and names eCOGRA as the approved dispute resolution service, so you can take a complaint to eCOGRA if the casino does not resolve it.
UK Gambling Commission
White Hat Gaming Limited also holds UK Gambling Commission account 52894. That licence covers Great Britain only, so it does not apply to players in Canada.
Who runs online gambling in Canada
In Canada, gambling is a provincial matter. Under section 207 of the Criminal Code, a province may conduct and manage lottery schemes in that province, and games operated on or through a computer are reserved for the provinces. Each province sets its own approach:
- Ontario: the regulated online market opened on 4 April 2022. Operators need registration with the Alcohol and Gaming Commission of Ontario (AGCO) and an operating agreement with iGaming Ontario, and players must be 19 or older and inside Ontario.
- Alberta: a regulated market under the iGaming Alberta Act opened on 13 July 2026, and Alberta Gaming, Liquor and Cannabis (AGLC) regulates it. Operators must be registered to run or advertise an online gambling site. Grey-market operators had to apply and stop taking bets by 13 July 2026, although the AGLC may grant a case-by-case extension of up to three months.
- Other provinces: online gambling runs through official provincial or regional sites.
An MGA licence is a Maltese authorization, not a registration with a Canadian province.
How to check a licence yourself
You can confirm that a casino runs under White Hat Gaming Limited’s MGA licence. Open the licence page on the MGA register and look for the casino’s web address under “Website Urls”. The same page shows the licence status and, under “Approved ADRs”, the dispute resolution service. The MGA label on our cards comes from this register.

The Malta Gaming Authority approves the suppliers that a licence holder may use, and White Hat Gaming Limited’s licence lists these:

Old and new White Hat casinos
The brands in this list launched at different times, and new brands still join the White Hat Gaming platform. Regulatory history
We found no regulatory action against White Hat Gaming or its brands in Canada after checking the AGCO in Ontario, the AGLC in Alberta and the Kahnawà :ke Gaming Commission. The cases below come from Great Britain and Finland.
UK Gambling Commission settlement, December 2020
On 28 December 2020 the UK Gambling Commission announced that White Hat Gaming would pay a £1.3 million regulatory settlement, plus £9,816.63 in costs. The Commission found that the company’s anti-money laundering and safer gambling controls were not adequate between October 2016 and March 2019. It gave these examples:
- no source of funds check on a customer who lost £70,000 in three months
- no effective safer gambling interaction with a customer who lost £50,000 in six hours
- no adequate engagement with a customer who lost £85,000 in just over one hour
White Hat Gaming co-operated with the investigation and accepted that its policies and procedures were not adequate. It committed to improvements, including automatic stops on further spending once limits are reached, more safer gambling interactions, stronger source of funds checks and regular reviews of its anti-money laundering controls.
Finland
In April 2026 the trade publication NEXT.io reported that Finland’s National Police Board had reopened administrative proceedings against White Hat Gaming on 20 January 2026, over alleged breaches of the Lotteries Act linked to marketing aimed at Finnish players. White Hat Gaming said the sites in question were run by third parties that imitate its business, and we have not found a published decision.
