Every card in the list gives the same set of details:

  • Rating: our score out of 10, based on regulation and licensing (35%), trust and player protection (30%), games (20%) and payments (15%).
  • Type: “Casino” or “Casino and sportsbook”. Some brands also run a sportsbook, which is not licensed for betting in Ireland.
  • Irish players: “Yes” means the brand has a welcome offer for Irish players in our data, and its card is highlighted. “No” means we hold no Irish offer for that brand.
  • Licences: the public registers that list the brand’s domain under White Hat Gaming Limited. MGA is the Malta Gaming Authority, and UKGC is the UK Gambling Commission.

About White Hat Gaming

White Hat Gaming Limited is an online gambling company founded in 2012. It is based in Malta, and its head office is in Mosta. The company runs a casino platform that powers its own brands and the brands it operates with partner businesses. Between them, those brands offer slots, table games and live dealer games.

How the white label platform works

A white label platform lets a business open a casino brand without building the technology itself. White Hat Gaming provides the platform and the gambling licences, and each brand adds its own name, design and promotions. For that reason, many White Hat casino sites share a similar lobby, cashier and account area, while their themes and welcome offers differ. Every brand also chooses its own game providers, payment methods and markets, so two casinos on the same platform can feel quite different to use.

White Hat Studios and the Merkur Group

White Hat Studios is the group’s slots studio. It launched in 2021 and became the first supplier to have online slot content live in all seven US states with regulated online casino gaming.

On 15 July 2026 the Merkur Group announced an agreement to buy White Hat Studios. The agreement is for the slots business only, and it is subject to regulatory approval. It does not include the White Hat Gaming casino platform, its white label operations or the brands in this list. Merkur presented the deal as part of its expansion in the regulated North American market, together with its purchase of Gaming Arts, a Nevada-licensed game and machine supplier.

Licences and regulators

Malta Gaming Authority

For its markets outside Great Britain, White Hat Gaming Limited holds Malta Gaming Authority (MGA) licence MGA/B2C/370/2017. This is a gaming service licence for consumer-facing sites. The MGA register lists the company under number C73232 with the status “Licensed”, and it shows 51 website addresses under the licence. The register also names eCOGRA as the approved dispute resolution service, so if a casino does not resolve your complaint, you can take it to eCOGRA.

UK Gambling Commission

White Hat Gaming Limited also holds UK Gambling Commission account 52894. That licence covers Great Britain only, so it does not apply to players in Ireland.

Ireland and the GRAI

The Gambling Regulation Act 2024 was signed on 23 October 2024, and the Gambling Regulatory Authority of Ireland (GRAI) was established on 5 March 2025. Its licensing started with betting on 5 February 2026. The GRAI says casino games and slots will be licensed later, and it plans remote gaming licences for 2027. Until then, the Gaming and Lotteries Act 1956 still applies.

White Hat Gaming Limited and its brands hold no GRAI licence. The company’s MGA licence is a Maltese authorisation, not an Irish licence.

How to check a licence on the MGA register

You can confirm for yourself that a casino runs under White Hat Gaming Limited’s MGA licence. Open the company’s page on the MGA register and look for the casino’s web address in the “Website Urls” section. The same page shows the licence status, and its “Approved ADRs” section names the dispute resolution service. We take the MGA label on each card from this register.

Old and new White Hat casinos

The brands in this list launched at different times, and new brands still join the White Hat Gaming platform. A new brand can use the platform’s established licences, payment options and game provider relationships from its first day. A launch month tells you only how long a brand has been running, so use our rating to compare quality.

Regulatory history

The cases below come from Great Britain and Finland.

UK Gambling Commission settlement, December 2020

On 28 December 2020 the UK Gambling Commission announced that White Hat Gaming would pay a £1.3 million regulatory settlement, plus £9,816.63 in costs. According to the Commission, the company’s anti-money laundering and safer gambling controls were not adequate between October 2016 and March 2019. The Commission’s examples included:

  • no source of funds check on a customer who lost £70,000 in three months
  • no effective safer gambling interaction with a customer who lost £50,000 in six hours
  • no adequate engagement with a customer who lost £85,000 in just over one hour

White Hat Gaming co-operated with the investigation and accepted that its policies and procedures were not adequate. The company committed to improvements, including automatic stops on further spending once limits are reached, more safer gambling interactions, stronger source of funds checks and regular reviews of its anti-money laundering controls.

Finland

In April 2026 the trade publication NEXT.io reported that Finland’s National Police Board had reopened administrative proceedings against White Hat Gaming on 20 January 2026. The case concerns alleged breaches of the Lotteries Act linked to marketing aimed at Finnish players. White Hat Gaming said that third parties imitating its business ran the sites in question, and we have not found a published decision.

White Hat Gaming Limited holds the licences, but other companies are named as owners or operators of some brands. This list shows each company with its number of active and closed brands:
