Is online gambling legal in Ireland?
Ireland is bringing in a new gambling law in stages. The Gambling Regulation Act 2024 was signed on 23 October 2024. The Gambling Regulatory Authority of Ireland (GRAI) was established on 5 March 2025 as the new regulator. Betting is already licensed under the Act, but online casino games are not.
What the GRAI licenses now
The parts of the Act that cover betting licences, enforcement and complaints commenced on 5 February 2026, along with the repeal of the Betting Act 1931. GRAI remote betting licences then replaced the remote licences issued by Revenue as those expired, around 1 July 2026.
Online casino licences planned for 2027
The GRAI plans remote gaming licences for 2027 and says that casino games and slots "will be licensed later". Until then, the Gaming and Lotteries Act 1956 still applies. The law firm Fieldfisher notes that this older law does not specifically refer to online gaming, so its effect on online casinos is unclear.
Other parts of the Act have not commenced yet either. These include the ban on providing games without a GRAI licence (section 67(2)), the National Gambling Exclusion Register and several sections on advertising.
What the law means for players
The offences in the Act target the businesses that provide gambling, not the people who play. You must be 18 or over to gamble. The Act treats anyone under 18 as a child, and a licensee must not let a child gamble. Check which licence a casino holds before you sign up.
Licensing and safety for Irish players
White Hat Gaming Limited holds Malta Gaming Authority (MGA) licence MGA/B2C/370/2017, a gaming service licence for consumer-facing sites. The company uses it outside Great Britain, including for players in Ireland, and you can check it on the MGA public register. For you, the licence means:
